state budget is now up close and personal. they are protesting proposed budget cuts that could impact 300,000 public workers, and 14 democratic senators fled the state to delay a vote. >> we decided to pull the conference down and the only way to do that was for us to leave the state. republicans can't move forward with this legislation unless we're there. >> reporter: under the plan, backed by the republican majority, public employees will be forced to contribute significantly more to their pensions. and their health insurance costs would double to 12.6%. the proposal would cost the average state worker than estimated $2900 a year. and unions would lose the right to negotiate contracts on behalf of large groups of public workers. >> i think you've got to get our message. and it's not just -- i'm not a teacher either but my daughter is one of those school districts. and they're tearing our teachers apart there. >> reporter: but the newly

elected scott walker says his plan could save $330 million over the next two years and prevent 5,500 layoffs. >> these are unions that historically for years have never had anyone challenge them. they've never had anyone challenge the status quo. we're broke. we can't operate the way we operated before. >> reporter: similar measures are being considered in tennessee, nevada and ohio. but it appears wisconsin, which was the first state to allow for collective bargaining for public employees will be the first to abolish it. cynthia bowers, cbs news, madison, wisconsin. and as cynthia mentioned, legislation similar to the wisconsin proposal is pending in ohio and michigan. some two dozen states are considering substantial decreases in workers' pay and their rights. >> kill the bill! kill the bill! >> opponents of ohio's senate bill 5 gathered thursday. like the wisconsin legislation, it would cut costs by lowering wages and limiting union rights. >> the collective bargaining law

allows me to be a state worker and have a career in public service. >> for me to pay 20% of my health insurance would be devastating. >> meanwhile budget proposals in michigan would cut hundreds of state jobs. governor rick synder says he'll accept a $1 salary this year to help erase the budget shortfall. now to washington, where a capitol hill budget battle threatens to shut down the federal government. the republican-controlled house is expected to vote today on a measure that would cut more than $61 billion from this year's budget. the house debated and voted on amendments to the bill into the night. house speaker john boehner says he will not consider another stopgap measure to keep the government operating, without spending cuts. >> when we say we're going to cut spending, read my lips, we're going to cut spending. >> all right. so that sets up a showdown with senate democrats, who bristled at boehner's remarks. >> we're terribly disappointed. speaker boehner can't control

the votes in his caucus to prevent a shutdown of government. and now he's resorting to threats to do just that. >> the two sides have until march 4th to come to an agreement. that's when the current temporary funding bill expires. president obama continues his west coast tech tour this morning, flying from san francisco to portland, oregon, to inspect an intel computer chip plant. mr. obama dined last night with a dozen tech industry leaders, including facebook's mark zuckerberg, apple's steve jobs, and google's eric schmidt. >> he doesn't really care how facebook works or how they're going to design the next iphone. he's here to see how these companies grow in the middle of the worst recession ever. we're having great years. facebook, exploding through the recession. apple exploding through the recession.

and many others, google. booming through the recession. >> the president hopes to boost the economy by promoting u.s. leadership in high-tech innovation. now to the turbulent middle east. funerals are being held today in bahrain for protesters killed in a violent police raid yesterday. four anti-government demonstrators died and more than 200 were injured in the predawn attack on protesters camping out in bahrain's capital. cbs radio correspondent toula vlahou is in bahrain and joins us now by phone. good morning, toula. want to get the latest from you on what the situation is there at this hour? >> yes. actually just a little bit outside of the capital of bahrain. i am in front of the main shia mosque where thousands of people are gathering to hear the sermon this morning. and earlier in the day i had gone to the funeral where three of the protesters killed yesterday were buried. and then, tens of thousands of people showed up and followed a procession through this very impoverished town, and paid homage to these three people. it was a very emotional ceremony

and many said the emotions they felt were one of sorrow for the dead, and one of rage that they were shot, and they plan to show up tomorrow, saturday, in a brand-new demonstration against the government. >> all right. toula, in the meantime, the u.s. navy's fifth fleet is based in bahrain. how does that figure into all of this? >> well, the u.s. navy is based here. the navy is keeping a very low profile, which is traditionally the case with any military unit. but certainly, it's an aspect of the story that is very important for the u.s. >> all right, cbs radio's toula vlahou in bahrain today. thank you, toula. government crackdowns elsewhere in the arab world have done little to quiet angry protesters. [ chanting ] in yemen, anti-government demonstrations have continued every day for a week now. protesters have declared today a

day of rage. at least four demonstrators were killed in clashes with police on thursday. in libya, the latest unconfirmed reports say more than 20 people were killed during protests yesterday against the 40-year rule of moammar gadhafi. thousands of libyans are expected back in the streets today, especially in the eastern port city of benghazi. in cairo today, protesters who pushed out egyptian president hosni mubarak a week ago are staging a victory march to tahrir square. but with the army now in charge, and workers demanding better pay, egypt's future is far from clear. terry mccarthy is in cairo this morning. he joins us now. terry, how big is this march expected to be today? >> good morning, betty. they're calling for a million people in this march. and who knows. but as you can see over my shoulder here, tahrir square is already filling up. there are thousands of people who've come into the square, and

the mood is pretty celebratory, pretty upbeat. the military has put up checkpoints around the square. they're frisking people just for weapons. but everyone seems pretty happy. no one is expecting any big trouble here as we're seeing in other parts of the middle east. betty? >> we've been focused a lot on other parts of the middle east, as well as north africa this week. but what is it like on the streets of cairo one week after mubarak stepped down? >> well, it's interesting. as you walk around cairo, most of the businesses have reopened. most people are going back to work. it does seem as if life is coming back to normal. however, you will see there are tanks on every major intersection. the army is still keeping a close eye on things. and if you go out to the major tourist sites, the pyramids of giza, you'll find that's very good because there are almost no farmers coming back here. cairo is coming back to normal but it's still getting used to the fact that only a week ago it was under a very strict dictatorship. betty? >> terry mccarthy in cairo. thank you. just ahead on the "morning

mimic the symptoms of a stroke. they now say she's fine. branson returned to work on thursday. on the "cbs moneywatch," asian stocks are on a winning streak. ashley morrison is here in new york with much more on all of that. good morning, ashley. >> and good morning to you, betty. asian markets rallied for a fourth straight day. japan's nikkei gain aid fraction while hong kong's hang seng rose more than 1%. today, wall street prices finished out the week on a high note. on thursday, stocks finished higher despite a jump in jobless claims. the dow gained almost 30 points while the nasdaq was up 6. inflation is creeping up and that has americans paying more for just about everything. according to the consumer price index, food costs rose half a percent in january, the most in more than two years and gas is up 3.5%. despite those higher costs, government officials don't expect inflation to be a major problem this year. the government is reportedly taking a long, hard look at apple's new subscription service.

according to "the wall street journal," the justice department has begun a preliminary antitrust investigation into the terms apple has set for media companies who want to sell their content through the ipad. the service would offer magazines and newspapers. apple wants a 30% cut of any subscriptions purchased through its apple store. and a new shopping capital of the world, that's a bit of a surprise. according to a new survey, london has beat out new york, paris, and tokyo for the top spot. last year non-food retail sales added up to a staggering $104 billion in the english capital. however, that study that gave london the crown was also based in britain, betty. so who really knows. >> i was going to say. not new york? really? come on. >> no way. >> all right, ashley, thank you. ashley morrison here in new york live for us. well, you know, a high school wrestler in iowa refused to compete against a girl. joel northrup said thursday he defaulted on his match against
